Packaging Specification Checklist: What to Lock Down Before You Ask for a Quote

TLDR: A useful quote request defines two connected things: the physical package and its printed or decorated components. Record the format, dimensions, materials, quantities, artwork revision, color targets, finishes, converting requirements, application method, delivery conditions, tests, and approval responsibilities. Branch the checklist by package type instead of sending every possible field to every supplier.

This packaging print specification checklist is a buyer handoff tool for requesting comparable quotes and moving an approved job into prepress. It can be used whether you are sourcing printed cartons, flexible packaging, pressure-sensitive labels, shrink sleeves, or custom stickers. The objective is not to choose every technical parameter yourself. It is to give the printer or converter enough information to identify assumptions, recommend an appropriate construction, and flag missing decisions before production.

Keep the specification job-specific. Food-contact status, required copy, environmental claims, hazard communication, and other regulated details depend on the product and market. Those requirements need a separate, appropriately scoped review. Material compatibility and package performance also need validation with the actual product, package, equipment, and intended conditions.

Start with two linked specifications

Separate the project into a physical packaging specification and a print or decoration specification. The first describes what the package is and how it must function. The second describes how graphics are reproduced, finished, converted, supplied, and approved.

Give each document an owner, revision number, issue date, and approval status. Packaging-print guidance such as ISO/TS 19303-1 is intended to support consistent technical communication across the supply chain, reinforcing the value of controlled terminology and versioned job information.

Project and commercial information

Begin the request with the commercial controls that determine how the supplier builds the quote. Quantity alone is not enough when a program contains multiple sizes, designs, languages, or seasonal versions.

  • Project name, buyer, technical contact, and artwork contact
  • Requested quote date, target approval date, and required delivery date
  • Package type and intended product category
  • Quantity by SKU, size, design, language, or version
  • Initial order quantity and any forecasted repeat quantities
  • Number of deliveries, destinations, and desired release schedule
  • Whether quantities are exact or subject to an agreed overrun or underrun policy
  • Prototype, proof, sample, pilot, and production quantities
  • Existing supplier part numbers, component drawings, or retained production samples
  • Person authorized to approve structure, copy, color, and final production
  • Required quote breakdown, including tooling, plates or cylinders, proofs, freight, and other one-time charges

Ask suppliers to list their assumptions and alternatives. A quote for one combined run may not be comparable with a quote that treats every SKU as a separate setup. The version matrix should make those differences visible.

Choose the correct pack-format branch

Complete the common project fields, then use only the branch that fits the package. A bottle label, pouch web, and folding carton do not share the same critical dimensions.

Containers with labels or sleeves

  • Container manufacturer, part number, material, color, and drawing revision
  • Container dimensions and tolerances supplied by its manufacturer
  • Fill volume, headspace, product temperature at filling, and closure system
  • Label or sleeve panel dimensions and intended application position
  • Diameter, circumference, taper, radius, seams, ribs, handles, recesses, or other surface interruptions
  • Minimum clearance from the base, shoulder, closure, seam, or other no-label area
  • Whether the container will be empty, filled, chilled, warm, wet, or treated when decorated
  • Pressure-sensitive label, shrink sleeve, cut-and-stack label, in-mold label, direct print, or supplier-recommended method
  • Required orientation of the front panel relative to the closure, handle, or container feature
  • Available physical samples and the number the supplier may use for fitting or trials

Do not derive the decoration panel from the container’s nominal capacity. Obtain the controlled container drawing and confirm the usable application area with physical samples when possible. Taper, squeeze, condensation, and molded features can change the suitable facestock, adhesive, label shape, and application setup.

Flexible pouches and rollstock

  • Finished width and height, with the dimension convention clearly defined
  • Layflat dimensions, gusset type and depth, bottom construction, and corner shape
  • Material structure or performance requirements, including which party proposes the structure
  • Seal locations and widths, zipper, valve, spout, fitment, handle, tear notch, laser score, or perforation
  • Window location and whether the window is clear material or an unprinted area
  • Fill product, filling temperature, fill weight or volume, and headspace needs
  • Form-fill-seal machine manufacturer, model, web width, repeat or pitch, and direction of travel
  • Sealant side, print side, eye-mark location, coding area, and required web orientation
  • Roll dimensions, splice requirements, and any restrictions imposed by the filling line
  • Finished pouch pack-out, nesting, blocking, and opening requirements

For rollstock, describe the filling equipment before finalizing the web. Machine constraints can determine web width, repeat, eye-mark position, roll direction, core, outside diameter, and splice handling.

Folding cartons

  • Flat and erected dimensions, with the order of dimensions defined
  • Carton style and approved structural drawing revision
  • Board grade, caliper or performance requirement, surface treatment, and color
  • Straight-line glue, crash-lock, tuck, auto-bottom, sleeve, tray, or other construction
  • Glue areas, tucks, dust flaps, locks, windows, inserts, hang tabs, and tear features
  • Primary display panel and required shelf orientation
  • Product loading direction and whether loading is manual or automated
  • Cartoning equipment, guides, friction points, coding location, and line-speed target
  • Bundling, case-pack, pallet, and protection requirements

An approved dieline should communicate structural features such as cuts, folds, and glue areas. The artwork handoff should identify the exact dieline revision and distinguish structural guides, no-print areas, and production graphics.

Material and real-use conditions

Name an existing material only when it is controlled and still suitable. Otherwise, describe the required performance and ask the supplier to recommend a construction. Include the conditions the package will encounter rather than asking vaguely for a “durable” material.

  • Container, film, paper, board, foil, or laminate construction
  • Opaque, white, clear, translucent, metallic, textured, recycled-content, or other surface appearance
  • Rigid, squeezable, flexible, returnable, or single-use behavior
  • Direct or indirect exposure to water, condensation, ice, oil, chemicals, alcohol, cleaning agents, or product contents
  • Application, filling, storage, and use temperatures
  • Refrigerated, frozen, ambient, heated, outdoor, or high-humidity exposure
  • Expected flexing, abrasion, rubbing, stacking pressure, or scuffing during transport
  • Required shelf life and storage conditions for unused printed components
  • Ownership of product-compatibility, migration, adhesion, seal, and distribution validation

Provide the actual filled product for compatibility work when appropriate. A label that adheres to a clean, dry container may behave differently when applied to a chilled or contaminated surface. Likewise, a pouch structure must be evaluated as a complete material-and-seal system rather than as a printed film alone.

Print method, colors, and variable content

State the required decoration method if it is already qualified. If not, describe the appearance, quantity, versioning, material, and performance needs, then invite a process recommendation. Digital, flexographic, offset, gravure, screen, and hybrid production have different setup and repeat-production considerations.

  • Print process requested or marked for supplier recommendation
  • Printed sides and number of designs or versions
  • Process color, named spot colors, expanded-gamut requirements, or a combination
  • Physical color standard, approved proof, or retained production sample
  • Substrate color and opacity because they affect the finished appearance
  • White-ink underprint, flood white, selective white, knockout, or intentional transparency
  • Metallic, fluorescent, conductive, low-migration, or other special ink requirement where applicable
  • Variable text, numbering, dates, lots, QR codes, barcodes, or serialized content
  • Location and method for information added later by the filler or co-packer
  • Need for repeat-to-repeat or component-to-component color matching

White ink must be specified explicitly on clear or metallic materials because printing color over white produces a different result from printing it directly on the substrate. The artwork should identify where white is solid, screened, absent, or used beneath selected graphics.

If formal color process control is required, name the applicable specification, measurement method, substrate category, proof condition, and acceptance criteria. ISO 12647-1 defines parameters and measurement methods for process control of halftone separations, proofs, and production prints; ISO lists that edition as confirmed in 2024. A standard reference does not replace agreement on the exact target and tolerances for the job.

Artwork and dieline handoff

Send one controlled artwork package rather than a chain of loosely named files. Packaging prepress can include checks for color settings, ink names, image resolution, overprint behavior, barcodes, dieline alignment, bleed, safe areas, and finishing layers. The applicable checks depend on the printing and converting process.

  • Approved native artwork and a reference PDF
  • Artwork file name, revision, issue date, and SKU association
  • Converter-approved dieline with its own revision and date
  • Separate, clearly named layers for cut, crease, glue, seal, perforation, varnish, foil, embossing, white ink, and variable data
  • Supplier-confirmed bleed, safe-area, trapping, minimum-line, and minimum-type requirements
  • Linked images, fonts, profiles, and other required assets
  • Correct ink names and a list of process and spot colors
  • Overprint and knockout intentions, especially for black, white ink, and technical marks
  • Copy owner and confirmation that legal, ingredient, language, and regulatory text has been approved
  • Barcode data owner and confirmation that encoded data matches the approved human-readable content
  • Approval sequence for structure, content, prepress file, proof, sample, and production

Never scale or alter a dieline simply to make artwork fit. Send the conflict back to the structural or prepress owner so the controlled drawing and graphics remain synchronized.

Finishes and converting requirements

  • Gloss, matte, soft-touch, textured, or other overall finish
  • Spot varnish and the exact areas it covers or excludes
  • Film laminate, coating, or varnish selected for the required moisture, abrasion, chemical, and appearance conditions
  • Foil, cold foil, embossing, debossing, raised coating, or tactile features
  • Die-cut shape, corner radius, perforation, score, slit, or tear feature
  • Print-to-cut registration expectation and the agreed method for assessing it
  • Labels supplied on rolls, sheets, fanfold stacks, or as individual pieces
  • Cartons supplied flat, pre-glued, nested, bundled, or partially assembled
  • Any surface that must remain uncoated for gluing, sealing, coding, sensing, or later printing

Roll specifications and application details

Roll format is part of the production specification, not a shipping afterthought. Core diameter and roll outside diameter affect roll planning, while unwind direction must match the dispensing or application workflow.

  • Web width and label or image orientation across the web
  • Repeat or pitch, including the gap between labels where relevant
  • Core inside diameter and acceptable core material
  • Maximum roll outside diameter and maximum roll weight
  • Labels, impressions, or linear length per roll
  • Unwind direction shown with a diagram rather than a number alone
  • Face-in or face-out winding
  • Maximum number of splices and permitted splice construction
  • Leader, trailer, flagging, and roll-identification requirements
  • Eye marks, registration marks, sensor marks, and clear-on-clear sensing needs
  • Applicator or form-fill-seal machine manufacturer and model
  • Web path, dispense direction, sensor type, and target operating speed
  • Line-trial quantity, trial conditions, and criteria for releasing production

Ask the applicator manufacturer, co-packer, or operations team to confirm these values. A roll that fits the printer’s equipment can still be unsuitable for the application line if its diameter, weight, orientation, pitch, splice, or sensing arrangement is wrong.

Shipping, storage, and receiving

  • Ship-to locations, receiving hours, appointment rules, and delivery schedule
  • Unit pack, carton quantity, case dimensions, and case-weight limits
  • Pallet footprint, maximum height and weight, stacking rules, and stretch-wrap requirements
  • Roll suspension, edge protection, moisture protection, and orientation during shipment
  • Temperature or humidity restrictions for transport and storage
  • Lot, roll, case, pallet, SKU, and revision identification
  • Packing-list, certificate, traceability, or retained-sample requirements
  • Incoming inspection owner, inspection window, and defect-reporting process
  • Rules for mixed SKUs, partial cases, split deliveries, and remaining inventory

Testing, approval, and acceptance criteria

Select tests because they address a credible package risk. Do not paste every known test into the purchase specification. Each requirement should name the method and revision, test conditions, sample plan, responsible party, timing, and pass/fail criterion.

  • Print appearance: content, color, defects, registration, coating, and finishing
  • Dimensions and converting: cut, crease, seal, perforation, label position, roll construction, or carton assembly
  • Durability: abrasion, scuffing, moisture, chemicals, temperature cycling, flexing, or light exposure
  • Package integrity: seal, leak, burst, compression, closure, or fit where relevant
  • Application-line performance: feeding, dispensing, sensing, labeling, sealing, coding, and acceptable stoppages
  • Product compatibility: adhesive, ink, coating, film, sealant, closure, and packaged-product interaction
  • Distribution performance: vibration, compression, handling, or drop exposure based on the actual distribution system
  • Traceability and retained samples for approved materials, colors, and production lots

ASTM publishes packaging and distribution standards, including D4169 for performance testing of shipping containers and systems and D5276 for free-fall drop testing of loaded containers. ASTM’s packaging standards collection can help a qualified project team identify relevant methods, but the distribution route, package type, conditioning, assurance level, and acceptance criteria still need to be defined for the program.

Barcode inspection is not the same as verification

A scanner check can confirm that a code reads on one device, but formal verification evaluates printed-code quality using a defined method and calibrated equipment. GS1 identifies ISO/IEC 15416 for linear barcode print-quality verification and ISO/IEC 15415 for 2D symbols. GS1’s barcode implementation guidance is a useful starting point for determining the symbol, data, size, placement, and verification requirements.

Specify who creates the barcode, who confirms the encoded data, which standard and application specification apply, the required grade, where verification occurs, and how results are reported. Do not substitute a visual check or ordinary scan for verification when a customer or trading partner requires a formal report.

Final handoff checklist

  1. Freeze the SKU and quantity matrix.
  2. Attach the controlled package drawing and correct pack-format details.
  3. Describe materials, product exposure, application, storage, and distribution conditions.
  4. Confirm the decoration method or request a supplier recommendation.
  5. Issue approved artwork on the approved dieline revision.
  6. Define process colors, spot colors, white ink, proofs, and appearance standards.
  7. List coatings, laminates, special effects, and converting requirements.
  8. Confirm roll, sheet, carton-assembly, or other delivery format details.
  9. Provide applicator, filler, cartoner, or form-fill-seal equipment information.
  10. Define shipping, storage, identification, and receiving requirements.
  11. Select relevant tests and document the method, owner, samples, conditions, and pass/fail criteria.
  12. Record every approval with the item, revision, approver, and date.

Lock the interfaces before comparing quotes

The most useful packaging print specification checklist does not try to turn the buyer into the printer, converter, material scientist, or application engineer. It identifies the interfaces between those roles: package and label, web and machine, artwork and dieline, ink and substrate, finish and product environment, roll and applicator, or carton and packing line.

Before requesting the final quote, give every drawing, color target, artwork file, test method, and approval a revision and date. Then ask each supplier to state deviations, assumptions, tooling, lead-time dependencies, and validation responsibilities. That produces a quote you can evaluate as a complete packaging system rather than as an isolated printed component.
